I know Spodi made one, but mine has a few things that I think people might prefer. In all honesty, I had no idea there were grh makers out there before I finished mine haha. Mine is pretty good though, you should check it out.
http://vbgore.com/Grh_Tile_MakerThe one function I think people might be most fond of is the 'EZ Tile Maker' button, which pops up an image with a customizable grid (like spodi's). The difference being that mine you simply slick on each tile that you want to add to your Grh. It's a very simple function.
Mine also allows for commenting. I tend to comment a lot of my tiles, so that's why I added it.
