Makes a character cast a skill, creating an effect based on the skill.
The only required parameter is the skill ID, the rest depends on what the skill ID is.
Particle effects can be bound to characters as shown with the demo effects. First, the effect index needs to be acquired with the effect's _Begin function. Hold that index in a variable - we will use TempIndex for this example. Then bind the effect to the character with Effect(TempIndex).BindToChar = TargetIndex, then set the speed that the effect moves to the Effect(TempIndex).BindSpeed = , where the higher the number, the faster the effect moves to the character it is bound to.
